Estrategias para la gestion de riesgos y crisis en la agricultura espanola

Abstract

Este articulo aborda las politicas de gestion de riesgos seguidas en Espana asi como sus persepctivas y posibilidades de mejora. Comienza con un examen de los riesgos a los que se enfrenta la agricultura espanola, partiendo para ello de la percepcion que de ellos tienen los productores y del analisis de la siniestralidad, tanto sobre de los seguros agrarios y de los pagos realizados por el estado ante adversidades climaticas no cubiertas por el seguro. Tras sintetizar el marco regulatorio de la UE y de la OMC de las ayudas nacionales para gestion de riesgos, se revisan las politicas de gestion de riesgos de Espana, incluyendo el seguro agrario y las medidas contempladas en la regulacion de mercados de la PAC. El articulo concluye con algunas refleciones sobre el futuro de las politicas de gestion de riesgos en Espana...This article analyzes the risk management policies applied in Spain, including their perspectives and improvement possibilities. It starts be reviewing the risks that affect Spanish agriculture, examining the farmer's risk perceptions and the main sources of crop failure and animal accidents, both based on the indemnities paid by the insurance system and on the ad-hoc payments for uninsurable risks and hazards. The paper then summarizes the regulatory framework of the EU and the WTO regarding the national support of risk management programs, and goes on to revise the Spanish ones, including agricultural insurance programs and the measures foreseen in the market regulation policies of the CAP. The articles finishes with a few reflections about the future risk management policies in Spain.
