Como proteger a las personas en las areas protegidas? El medio ambiente como vulnerabilidad en dos areas protegidas portuguesas

Abstract

Las areas rurales de toda Europa estan cada vex mas identificadas como reservas de calidad ambiental. A pesar de la diversidad de las areas rurales europeas, podemos reconocer la importancia que actualmente asumen las cuestiones ambientales en la construccion social e institucional de lo rural. En el presente articulo se tratara de analizar el desdase frecuentemente observado entre las necesidades y criterios de la poblacion rural y los objecticos y representaciones de la adminstracion de las areas protegidas, con el fin de demostrar que la proteccion del medio podria ser vulnerable en algunos espacios rurales perifericos. Con base en la evidencia empirica recogida en dos areas rurales protegidas de Portugal (el Parque Natural de Montesinho [PNM] y el Parque Natural de Alvao [PNAL]), haremos un analisis estas cuestiones, teniendo en cuenta los criterios de los habitantes acerca de los recursos y elementos naturales, acerca del estado de la proteccion del medio ambiente en sus zonas de residencia, asi como las imagenes que tienen de si mismos como guardianes de la calidad ambiental y del partimonio cultural, los cuales son valorados cada vez mas por la sociedad en general. Tenemos tambien la intencion de analizar las tensiones y conflictors que surgen de la impresion de la no councidencia entre la proteccion de la naturalexa y la proteccion de las necesides de los habitatntes locales en terminos de desarrollo socioeconomico...Rural areas across Europe are increasingly identified as environmental quality reserves. In spite of the diversity of European rural areas, we can recognize the current importance of environmental issues in the social and institutional construction of the countryside. We try to discuss the decalage frequently observed between the needs and perceptions of the rural people and the objectives and representations of the protected areas' administration in order to demonstrate how the environmental protection could act as vulnerability in some remote rural spaces. Based on empirical evidence from two Portuguese rural protected areas (the Natural Park of Montesinho and the Natural Park of the Alvao) we will debate these questions, taking into account the perceptions of the inhabitants about the natural resources and elements, about the environmental protection status of their living areas and also about the perception of themselves as guardians of the environmental quality and cultural heritages which the society as a whole increasingly value. We also intend to discuss the tensions and conflicts that emerged from the perceived non coincidence between the protection of nature and the protection of local peoples' needs in terms of socioeconomic development.
