Evaluacion economica del tratamineto de drenajes agricolas en el Mar Menor (SE Espana)

Abstract

La laguna costera del Mar Menor (SE Espana) viene sufriendo desde hace varias decadas un proceso de eutrofizacion y degradacion de la calidad de sus aguas, provocado en gran medida por los drenajes agricolas cargados de nutrientes que llegan desde su cuenca. Este trabajo evalua economicamente los dos tratamientos tecnicamente posibles para frenar este aporte: una planta de desalinizacion y recuperacion del agua de drenaje o la construccion de un humedal artifical que haga las funciones de filtro verde. El analysis coste efectividad de ambos pone de manifiesto la superioridad de la ultima opcion. Seguidamente se estima, bajo diferentes supuestos de analisis, el precio de venta del agua producida en la planta de desalinizacion que haria compatible esta instalacion con el principio de la DMA de recuperacion integra de costes de provision del agua. Dicho precio solo resulta competitivo si en la evaluacion se considera el beneficio ambiental de la retirada de nutrientes, imputado mediante el principio de los costes evitados...During the last decades, the Mar Menor coastal lagoon (SE Spain) is suffering an eutrophication and degradation process of its water quality, partly due to the load of nutrients coming from agricultural drainage of the watershed. This work presents an economic assessment of two management options: i) a desalination plant to treat and reuse the agricultural drainage water and ii) the recovery of a wetland to retain and remove the nutrients. The cost-effectiveness analysis shows the advantages of his latter option. Then it is estimated, under different hypothesis, the water price required to copley with the principle of full cost recovery of the Water Framework Directive (WFD). This water price is competitive only if the assessment takes into account the environmental benefits of the nutrients removal, which are calculated using the avoided costs principle.
