Nuevas tendencias en evaluacion de programas de desarrollo rural terrirotiral: un proceso de autoevaluacion en el Altiplano de Granada

Abstract

La evaluacion de programas de desarrollo rural territorial esta siguiendo una importante evolucion y desarrollo en los ultimos tiempos. No solo se esta incrementando la cantidad de evaluaciones reglamientarias, sino tambien la calidad y diversidad de sus metodods y aplicaciones. Los procesos de autoevaluacion pretenden dar un paso mas incorporando aspectos cualitativos y formativos, llevados a cabo desde los mismos GDR, y en muchas ocasiones, implicando a la poblacion local en las actividades evaluativas. El presente articulo recoge los resultados y las dificultades encontradas en la puesta en marcha de un proceso de autoevaluacion participativa en una comarca rural deprimida (la comarca LEADER del Altiplano de Granada) puesto en marcha por el GDR acompanado de un equipo universitario. Las principales conclusiones reflejan la importancia y el interes de disponer de estas herramientas. Asi, la autoevaluacion se perfila como una dinamica interesante para los grupos de desarrollo rural, ya que les permite incorporar a la poblacion y a los agentes del territorio en los rpocesos de evaluacion, ademas de disponer de una herramienta flexible, de caracter voluntario y adaptada a sis necesidades. A su vez, la aplicacion en terreno de esta metodologia ha puesto de manifiesto las dificultades para implicar a la sociedad rural en las mismas y las diferencias entre los enfoques metodologicos y teoricos y la implicacion real de la poblacion. Los procesos de desarrollo rural territorial deben intensificar sus esfuerzos para aplicar los enfoques ascendentes y participativos...Evaluation processes are considered as critical to ensure effectiveness and accountability of public investments. The evaluation culture in the European Union has considerably evolved in the last years. Following this trend, the evaluation of territorial rural development programmes has not only increased the number of compulsory evaluations, but also the quality and diversity of available methodologies, instruments and procedures. Self-evaluation processes are internally realized by LAGs, often incorporating local population, what in addiction, introduces qualitative and formative aspects. The objective of this paper is to present the outcomes and difficulties faced when implementing a process of participative self-evaluation in the LEADER group Altiplano de Granada led by the LAG and a university team. The main conclusions of the research show the importance and the interest of these procedures as a tool to reinforce the bottom-up approach and local actors' participation in the evaluation processes. However, when applied in the selected area, is has been a limited participation and implication of local people, highlighting the existing gap between participation rhetoric in policies and participation as practice at the operational level. Further efforts need to be done in order to promote the participation of local stakeholders in evaluation process.
