El subsidio agrario. Principales magnitudes (1984-1999)

Abstract

El subsidio agrario regulado por el Régimen Especial Agrario de la Seguridad Social desde 1984 es una de las tres actuaciones específicas que el Sector Público mantiene para el colectivo de trabajadores eventuales agrarios en las regiones de Andalucía y Extremadura. Este artículo tiene como objetivos determinar la evolución del número de beneficiarios del subsidio agrario, así como de la cuantía que dicho gasto supone para la Administración Pública. En aquellas magnitudes donde las variables sexo y edad sean significativas, éstas se han tenido en cuenta. El artículo también analiza la accesibilidad al subsidio agrario por parte de los trabajadores eventuales desempleados. La citada accesibilidad se analiza desde el requisito del número mínimo de jornadas que el trabajador debe acreditar ante la Administración para devengar el derecho al cobro del subsidio. Otros aspectos como las prácticas fraudulentas que pueden estar relacionadas con este tipo de prestación asistencial de la Seguridad Social también son tenidos en cuenta. Las cifras corresponden al período 1984-1999, coincidiendo el inicio de la serie con la entrada en vigor del REASS......The agrarian subsidy regulated by the Agriculture Special System of the Social Security since 1984 is one of the specific programs that Public Sector designes for the temporary workers in Andalusian and Extremadura regions. The objectives of this paper is to determine the trend of the number of workers that benefit from the subsidy and the quantity of Administration’s spending. Sex and age have been taken into consideration when it’s been necessary. The paper also analizes the difficulty of temporary workers in accesing to the subsidie. This difficulty is studied from the point of view of the minimun number of working days need to certificate in order to receive the subsidie. Others items like fraud behaviour which can be related with this kind of public help are also take into account. The magnitudes have been refered to 1984-1999, being 1984 the year when the public subsidy.
