Agrupaciones de innovaciones en la difusión de innovaciones tecnológicas radicales y política económica: Conceptualización y evidencia en la citricultura valenciana

Abstract

El doble objetivo de este artículo es contribuir al conocimiento del proceso de adopcióndifusión de innovaciones tecnológicas radicales en la agricultura para informar el diseño de una política tecnológica que estimule dicho proceso. Con este fin, se construye un enfoque evolucionista ampliado que guía el estudio del proceso de difusión del riego por goteo en la citricultura valenciana. La interacción entre teoría y estudios de casos proporciona evidencia de la pertinencia de entender estos procesos de adopción-difusión en términos de agrupaciones de innovaciones ex-ante y ex-post que evolucionan en el tiempo y en el espacio. De tal modo que una política tecnológica regional de estímulo a la difusión del RG debería dirigirse a la canalización y amplificación de los comportamientos más dinámicos, en lugar de privilegiar un enfoque estático y orientarse al cambio en el sistema de incentivos a la adopción de las nuevas tecnologías de riego mediante el aumento del precio del agua y/o la creación de mercados para este recurso......This article has two objectives. The first one is to show the analytical power of an evolutionary approach to understand the adoption-diffusion processes followed by radical innovations in agriculture. The second one is to suggest an technological policy that could stimulate these adoption-diffusion processes. To get both objectives, the adoption-diffusion process of drip irrigation in the Valencian citriculture is studied. The article shows the pertinence of understanding that process in terms of ex-ante and ex-post innovation clusters that evolve over time and space. This conceptualisation lets us to build a typology of territories and farmers according to their attitude and contribution to the process. Finally, the article shows the inadequacy of an technological policy that tries to stimulate the drip irrigation diffusion based on higher water prices. It is suggested, on the contrary, that the correct policy must be to invigorate the specific resources of each territory and to amplify the most dynamic behaviours.
