Mercados locales de agua de riego. Una modelización multicriterio en el Bajo Guadalquivir

Abstract

Recientemente se ha aprobado la reforma de la Ley de aguas, introduciéndose por primera vez en nuestro país la posibilidad de crear mercados de agua. Con ello se confía en promover una distribución más eficiente de este recurso escaso. Este trabajo analiza el impacto que tendría la hipotética aplicación de estos mercados a través de técnicas multicriterio. Los resultados de simulación permiten cuantificar el volumen de agua intercambiado entre los agentes para cada precio de agua. Estos resultados ponen de manifiesto cómo esta política descentralizada de asignación de recursos hídricos no supondría una mejora de la eficiencia del agua, ni desde una perspectiva económica (renta agraria) ni social (empleo generado)......Spanish authorities have introduced a new law authorising water markets in order to improve the efficiency of this natural resource. This research analyses the socio-economic impact of the hypothetical implementation of this market following multicriteria techniques. The simulation results allow us to establish the amount of water exchange between agents for different prices. These results show that this water policy would not improve the water efficiency for a economic point of view (agricultural income) nor for a social point of view (labour demand in rural areas).
