Análisis de la aplicación de la nueva Organización Común de Mercados de las frutas y hortalizas en el sector citrícola durante la campaña 1997/98. Especial referencia la Comunidad Valenciana

Abstract

La finalidad del trabajo es analizar si se han alcanzado los objetivos que establece la normativa comunitaria para el sector citrícola a través del estudio de la reglamentación contrastando sus contenidos con las cifras disponibles de industrialización y retirada de producción en la primera campaña de su aplicación en España y con especial referencia a la Comunidad Valenciana. Para enmarcar el análisis se ha utilizado como conceptualización básica orientadora la sistemática de Lindbeck, articulada, especialmente, en variables-objetivo, instrumentos-objeto e instrumentos libres que son identificados, tras el estudio de la reglamentación comunitaria reguladora del sector, junto a una serie de elementos colaterales que constituyen los elementos de cierre de la modelización adoptada. La constitución de Organizaciones de Productores, asegura el abastecimiento de materia prima a la industria y sustituir retirada por la industrialización constituyen instrumentosobjetivos identificables cuyo cumplimiento es relativo. La base estadística disponible no permite discernir claramente avances no sólo en la constitución de Organizaciones de Productores sino también en su viabilidad empresarial más allá de una motivación de “rent seeking”. El abastecimiento de la industria ha alcanzado unos niveles significativos pero se ha dado un fuerte incremento de las retiradas lo cual contradice el tercer instrumento-objetivo identificado. El papel adicional de los elementos colaterales expuestos, especialmente, en forma de restricciones económicas, por una parte, y los factores externos en que se enmarca la trayectoria del sector suponen un escenario nada favorable para el desarrollo del sector......The aim of the work is to analyse wheter the objectives established by EC regulations governing the citrus fruits sector have been attained, by studying the regulations and comparing their content with the firures available on industrialisation and withdrawal of production in the first campaign of their application in Spain, particularly with reference to the Community of Valencia. We have used Lindbeck’s system as the basic guiding concept in framing this analysis, which system consists, particularly, in aim-variables, aim-instruments and free instruments that are identified, following the study of the EC regulations governing the sector, along with a number of collateral elements that constitute the closing elements of the model adopted. Setting up Producer Organisations, ensuring supply of raw material to industry and replacing withdrawal with industrialisation are identifiable aim-instruments whose attainment is relative. From the statistical basis availabe it is not possible to discern any clear advances, not only in the setting up of Producer Organisations but also in their business viability, beyond a “rent seeking” motivation. Keeping industry supplied has reached significant levels but there has been a strong increase in withdrawal, which contradicts the third aim-instrument identified. In particular, the additional role of the collateral elements mentioned in the form of economic restrictions, on the one hand, and external factors framing the trajectory of the sector, provide a none-too-favourable setting for the sector’s development.
