Personnel management at agricultural enterprises of different organizational and legal forms of management

The purpose of the article is to substantiate proposals on implementation priority of the most appropriate personnel management system for agricultural enterprises depending on their organizational and legal forms of management. Research methods. In the research process have been used various scientific methods such as: observation (for grouping of agricultural enterprises based on their similar features of the formation and personnel use); comparative analysis (for determination of similarity between world systems of personnel management and systems of certain groups of agricultural enterprises); abstract and logical (for theoretical generalization and formulation of conclusions). Research results. Considering a diversity of organizational and legal forms of management in Ukraine, there has been made a division of agricultural enterprises into three groups depending on similar features of formation and use of their employees. As a result, all farms have been listed in the first group of agricultural enterprises, the second group of agricultural enterprises has gathered private enterprises, production cooperatives and various societies, and to the third group have been included agricultural enterprises that are members of agricultural holdings, concerns, and corporations. It has been determined a similarity between personnel management systems such as: Japanese and the system of first group of enterprises; West European and second group; American and third group. Elements of scientific novelty. For the first time, the division of agricultural enterprises into three groups depending on organizational and legal forms of management has been carried out, and their comparative characterization with foreign personnel management systems has been conducted. Practical significance. Recommendations for improving a human resources management system will allow agricultural enterprises to be competitive on the world market and provide high employment of the population. Tabl.: 3.
