Methodology for developing of strategic agricultural development programs

The purpose of the article is to increase the efficiency of management in agricultural enterprises based on an adoption of their strategic development programs. Research methods. In the research process the following scientific methods have been used: forecasting for considering strategic development programs for agricultural enterprises; systematic approach for development of relationship between enterprise’s and criteria for an assessment of its economic activity; analysis and synthesis for identification of relationship between different economic indicators of agricultural enterprises; economical and mathematical for development of mathematical equations, as well as derivatives of corresponding economic indicators of agricultural enterprises. Research results. On basis the systematic approach in the management of agricultural enterprises, it has been determined the effective conditions for their functioning, as well as the range of regulation of economic indicators: unit price, employee remuneration, total production cost, and its sales volume in the long-run period. Regularities in changing of the aforementioned initial economic indicators and the determination of their derivatives enable to determine in advance the effective conditions of the economic activity of an agricultural enterprise. It has been adopted the strategic program of economic activity development of an agricultural enterprise, which consists of predicting its economic results depending on changes in labor, land, financial resources, ensuring their regulation in a certain longrun period. The economic effect from application of strategic enterprise management has been determined on the comparison of two variants of its management due to programs of strategic development and adaptation to market conditions. Elements of scientific novelty. Scientific novelty lies in a difference in the analysis, processing and usage of economic information in the forecasting of perspective development of the enterprise based on the modeling approach and mathematical programming. It has been improved the strategic program for an agricultural enterprise’s development, based on a systematic approach in enterprises’ management, which would possibly move from the traditional, namely adaptive, to innovative, namely strategic development program. Practical significance. The proposed approaches to realization of strategic programs of agricultural enterprises’ development would allow to carry out a systematic approach in management, systematically analyze the change in labor, land, financial resources.
