Regulation of the market turnover of agricultural land in Poland

The purpose of the article is to determine the peculiarities of regulation of the market turnover of agricultural land in Poland in order to apply this experience in Ukraine in the future. Research methodology. In the research process have been used the following methods: scientific abstraction, logic, analysis and synthesis, generalization and systematization, scientific comparison. Research results. According to the research results, it’s been established that the main principle - the development of family farming - is based on the model for regulating the market turnover of agricultural land in Poland. The market turnover of agricultural land is regulated in such way as to constantly maintain favorable conditions for a development of family farms. The market turnover of land in Poland is not free; it’s regulated by the state. The main instrument for regulating the market turnover of agricultural land in Poland is the preferential right to purchase. Elements of scientific novelty. The article discloses the experience of the Republic of Poland in regulating the market turnover of agricultural land. The main objectives of regulating the market turnover of land in agriculture, establishment and functioning of the Polish National Center for Agricultural Support have been highlighted. The regulatory and legal framework for regulating market turnover of land has been studied. A model for regulating the market turnover of agricultural land in Poland has been developed. Practical significance. The Polish experience shows that the regulation of the market turnover of agricultural land must occur with a clearly defined purpose of such regulation at the legislative level (the development of family farming). For this purpose, in Poland has been built a regulatory model with appropriate instruments: a restriction on the purchase of agricultural land by legal entities; limitation of land areas (in terms of ownership and purchase); use of the preemptive right to purchase and creation of requirements for land buyers. The market turnover of agricultural land is not and should not be free, but rather should be controlled and regulated. In order to implement the model for regulating the market turnover of agricultural land, a corresponding institution was created in Poland - the National Center for Agricultural Support, which regulates market turnover of agricultural 93 land on behalf of the state. The use of the Polish experience in regulating the market turnover of agricultural land in Ukraine is positive and relevant. Figs.: 1. Refs.: 18.
