Pesquisa e assistência técnica na citricultura: custos e retornos sociais

Abstract

Este estudo faz uma análise econômica dos programas de pesquisa e assistência técnica em "citrus", para os últimos quarenta anos, no Estado de São Paulo. Os objetivos específicos foram: a) estimar custos de pesquisa e assistência técnica para "citrus" e b) estimar retornos sociais para investimentos públicos. Os conceitos de custos e bem-estar social utilizados por Alfred Marshall fornecem a base teórica para a análise. Informações sobre custos foram obtidas de dispêndios e orçamentos governamentais. Os benefícios foram estimados através de ganhos em produtividade da cultura. Os resultados mostraram que os benefícios excederam os custos a partir da década de 50. As taxas internas de retorno variam de 18,33% a 27,61%, baseadas em diferentes elasticidades preço da demanda e da oferta e assumindo também hipóteses diferentes de deslocamento da curva de oferta.
