Efeitos De Diferentes Alíquotas De Icm Sobre Os Setores Algodoeiros Dos Estados Do Paraná E São Paulo

Abstract

O objetivo deste trabalho é estimar os efeitos do ICM sobre os setores algodoeiros dos estados do Paraná e de São Paulo. Os resultados indicam que na ausência da incidência do ICM, com alíquota de 15 por cento, a produção de algodão nos estados de São Paulo e do Paraná teria aumentado em 107,8 mil toneladas, equivalente a um acréscimo de 17 por cento. Sob a pressuposição de uma economia aberta, esta quantidade representaria uma redução na exportação e na receita de exportação em relação ao que poderia ser alcançado. A retirada do ICM no Estado de São Paulo representou ganhos consideráveis aos produtores deste estado, além da eliminação do custo social e do aumento da renda de exportação. No Estado do Paraná, a continuidade da incidência do ICM resultou em redução na renda dos produtores.
