A Política De Contingenciamento De Fertilizantes No Brasil: Uma Análise Espacial

Abstract

O contingenciamento da importação de fertilizantes tem sido a política adotada por mais longo tempo no Brasil. A principal razão para adoção do contingenciamento, tem sido a necessidade de reservar uma parte de mercado para a indústria nacional de fertilizantes. O fato de que o uso de fertilizantes no Brasil varia de região para região, induz a que as importações autorizadas a base de contingenciamento também variem entre regiões. Isto possibilita que importações autorizadas numa região sejam usadas noutras, alterando a relação de preços por mais esta via. Os resultados da presente análise, evidenciam como proteção da indústria nacional onera os custos do setor agrícola, impondo-lhe uma série de ineficiências no uso dos recursos. Algumas das conclusões aqui alcançadas mostram que preços subsidiados aos agricultores têm o efeito de compensar imperfeições criadas por mecanismos como o contingenciamento de importações.
