Niespójność działań interwencyjnych na unijnym rynku mleka

Abstract

The aim of the paper was to estimate intervention activities undertaken by the European institutions on the dairy market between 2008 and 2016. It was hypothesised that after 2008 growing incoherence of the intervention policy can be observed. The measures applied on the dairy market seem to be successful in short term, but they trigger the market perturbations in long term. For example, measures for reduction of milk production are being promoted at the same time a wide range of subsidy payments are being given, which actually boosts milk production. It could be concluded that present trends are fostering re-nationalisation of the Common Agricultural Policy. In previous years agricultural incomes were supported by European Union funds. Nowadays, more relaxed conditions for state aid have given rise to an increase in the use of national funding. / Synopsis. Celem pracy była ocena działań interwencyjnych podejmowanych na unijnym rynku mleka w latach 2008-2016. Przyjęto hipotezę, że po 2008 r. można zaobserwować coraz większą niespójność polityki interwencyjnej w zakresie stosowanego instrumentarium, które wydaje się dość skuteczne w perspektywie krótkoterminowej, natomiast wywołuje znaczące perturbacje na rynku w dłuższej perspektywie. Z jednej strony wprowadzane są instrumenty zachęcające do ograniczenia produkcji mleka, z drugiej natomiast zwiększa się zakres płatności bezpośrednich związanych z produkcją, które przyczyniają się do wzrostu produkcji mleka. Stwierdzono, że zmiany zachodzące w stosowanym instrumentarium sprzyjają renacjonalizacji wspólnotowej polityki rolnej. Tak jak w poprzednich latach bazowano na instrumentach zwiększających dochody rolników w oparciu o środki unijne, obecnie widoczny jest trend wprowadzania instrumentów, które pozwalają na poluzowanie zasad pomocy państwa, umożliwiając wykorzystanie środków krajowych.
