Zmiany we wspólnej organizacji rynku cukru a jego zasięg geograficzny

Abstract

The aim of the paper was to determine the impact of changes in the common organization of sugar market on the geographical scope using the method Elzinga-Hogarty. The research was conducted before the introduction of the reform in 2006 and now after its implementation. We used secondary data on sugar production, consumption, imports and exports on country and European Union (EU)level gathered for by the International Sugar Organization. Defined geographical scope of the sugar market can be described as almost global - both in 2006 and in 2013. The reform conducted in the EU (the EU market change from a net exporter to a net importer) did not affect substantially on the sugar market’s geographical delineation. It changed moderately the structure of the countries that formed the market and increased share of such market in the global turnover of sugar. / Synopsis. Celem artykułu było określenie oddziaływania zmian we wspólnej organizacji rynku cukru na jego zasięg geograficzny przy wykorzystaniu metody Elzinga-Hogarty. Badania przeprowadzono przed wprowadzeniem reformy, tj. w 2006 r. oraz obecnie, tj. po jej wdrożeniu. W artykule wykorzystano dane wtórne dotyczące produkcji, konsumpcji, importu i eksportu cukru na poziomie państw oraz Unii Europejskiej (UE) gromadzone przez International Sugar Organization. Zdefiniowany zasięg geograficzny rynku cukru można określić jako niemal globalny – zarówno w 2006, jak i w 2013 r. Zatem reforma przeprowadzona w UE (powodująca zmianę UE z eksportera netto w importera netto) nie wpłynęła zasadniczo na charakter rynku cukru. Pewnym zmianom uległa struktura krajów tworzących ten rynek, a także wzrósł jego udział w światowych obrotach.
