Abstract

Meaning of knowledge and information as a factor of a rise of productivity and economic growth is discussed. The human capital level in rural areas and knowledge and information level are rather poor. The low level of general education and insufficient agricultural qualifications of those working in farms are a significant barrier hampering the introduction of modern means of production, and depressing economic growth. Increasing the education level of farm population might be instrumental in intensifying the process of structural changes. The most important role in changes belong to specialised institutions which can fund many useful programs. / Synopsis.
