Wsparcie finansowe wybranych gospodarstw sadowniczych na Lubelszczyźnie z funduszy Unii Europejskiej

Abstract

The aim of the research was to determine the scope and the level of financial support from the EU funds to the orchard farms in the Lubelszczyzna region before and after Polish accession to the European Union. 65 orchard farmers in the Lubelskie province were interviewed by using standard questionnaires. It was stated that the level of use of means from the European programmes was very low. Producers most often took advantage of direct payments and other programmes were used to a small degree. Financial means were used for increasing the cropped area, improvement of fruit storage facilities and farm infrastructure as well as for purchase of machinery and other agricultural equipment. Lack of information, too much of formality, lack of own financial means for covering the own costs of investments and also a fear of taking bank credits were the main reasons of low popularity of the European Union support. The avail of financial support will be increased on condition that more attention is paid to the potential beneficiaries education and to simplification of procedures relevant to application for support. / Synopsis. Celem pracy było określenie zakresu i poziomu korzystania przez gospodarstwa sadownicze na Lubelszczyźnie ze wsparcia finansowego z funduszy unijnych przed i po akcesji Polski do Unii Europejskiej. Badania przeprowadzono w 65 gospodarstwach położonych w województwie lubelskim. Zastosowano metodę wywiadu bezpośredniego na podstawie kwestionariusza ankiety. Stwierdzono, że wykorzystanie środków z programów pomocowych było bardzo niskie. Najczęściej producenci korzystali z płatności bezpośrednich, a pozostałe programy były wykorzystywane w niewielkim stopniu. Środki pieniężne przeznaczano m.in. na powiększanie areału upraw, poprawę zaplecza przechowalniczego i infrastruktury oraz zakup maszyn i sprzętu rolniczego. Głównymi powodami niskiego korzystania z pomocy unijnej były brak informacji, zbyt dużo formalności, brak własnych środków finansowych na pokrycie kosztów inwestycji oraz obawa przed zaciąganiem kredytów. Wykorzystanie wsparcia będzie się zwiększało pod warunkiem zwrócenia większej uwagi na edukację potencjalnych beneficjentów oraz uproszczenia procedur związanych z pozyskiwaniem środków pomocowych.
