Typologia systemów gospodarowania w rolnictwie jako przykład stosowania zasady good governance w rozwoju obszarów ONW

Abstract

A justification of using the good governance rule in the policy of less favoured areas (LFAs) development was presented. Using typology of farming systems for increasing efficiency of public governance in the LFAs development was discussed. This approach allows a flexible implementation of different measures applied in these very diverse areas. Then, public measures and instruments could be more effectively utilized and natural, social and economic problems occurring in LFAs can be solved in a shorter period of time. Also, the European paradigm of rural areas sustainable development involving multifunctionality and diversification of agriculture can be implemented more effectively. / Synopsis. W pracy przedstawiono uzasadnienie stosowania zasad dobrego rządzenia w polityce rozwoju obszarów wiejskich o niekorzystnych warunkach gospodarowania w rolnictwie (ONW). W celu usprawnienia i poprawy skuteczności zarządzania rozwojem obszarów ONW, które są postrzegane jako "wymagające" w sferze rozpoznawania i planowania rozwoju, zaproponowano wykorzystanie typologii systemów gospodarowania w rolnictwie. Takie podejście do zarządzania rozwojem ONW pozwala na elastyczne stosowanie i bardziej efektywne wykorzystanie instrumentów wsparcia kierowanych na te tereny. To może przyczynić się do możliwie skutecznego rozwiązywania zróżnicowanych problemów rozwojowych na ONW, jak również do wdrażania powszechnie akceptowanego europejskiego podejścia do rozwoju wsi i rolnictwa, jakim jest paradygmat zrównoważonego i wielofunkcyjnego rozwoju.
