Ocena wpływu likwidacji kwot mlecznych na konkurencyjność polskiego mleczarstwa w kontekście teorii ekonomii

Abstract

Milk quotas are a basic tool of the dairy market regime regulation in the EU. An abolishment of the quotas in 2015 will trigger considerable but positive changes in the market conditions. Limitation of supply, which in fact is a very strong intervention in the market fundamentals, has a negative impact on the efficiency and competitiveness of dairy sector. The abolishment of milk quotas will allow for an acceleration of structural changes and improvement in the use of economic capacity. Moreover it would reduce the strength of certain competitive forces within the dairy industry. Since milk prices are more and more dependant on the market situation, the impact of milk quotas in this respect has been gradually diminishing. / Synopsis. Kwoty mleczne stanowią podstawę systemu regulacji rynku mleka w UE. Likwidacja tego sytemu w 2015 r. spowoduje istotne zmiany w uwarunkowaniach rynkowych, ale z punktu widzenia teorii ekonomii wydaje się być dobrą decyzją. Limitowanie podaży, które jest silną ingerencją w prawa rynkowe, wywiera negatywny wpływ na efektywność i konkurencyjność sektora mleczarskiego. Zniesienie kwot mlecznych pozwoli przyspieszyć przemiany strukturalne, poprawić wykorzystanie potencjału ekonomicznego sektora oraz zmniejszyć natężenie oddziaływania niektórych sił konkurencji w mleczarstwie. Kwoty mleczne mają coraz mniejszy wpływ na ceny mleka, które w coraz większym stopniu zależą od koniunktury na rynku.
