Instrumenty Polityki Spójności W Procesie Kreacji Prośrodowiskowych Funkcji Obszarów Wiejskich

Abstract

Celem badań było zdiagnozowanie dostępności środków polityki spójności dedykowanych ochronie środowiska na poziomie województw obszarom wiejskim. Artykuł stanowi syntetyczne podsumowanie analizy regionalnych programów operacyjnych (RPO) pod kątem możliwości wykorzystania funduszy polityki spójności na wykreowanie bądź utrzymanie przyjaznych środowisku funkcji obszarów wiejskich. Zakres przestrzenny analizy dotyczył 16 województw. Analizie poddano dokumenty programowe perspektywy budżetowej 2014-2020 obowiązujące latem 2017 roku. Ocenie poddano poziom deklarowanej na obszary wiejskie alokacji funduszy oraz uszczegółowienia dotyczące zasad wyboru projektów i beneficjentów, w tym preferencji dla działań na obszarach wiejskich. Deklaratywny poziom alokacji środków na działania wspierające prośrodowiskowe funkcje obszarów wiejskich można ocenić jako relatywnie wysoki. Szczegółowe zapisy dokumentów programowych wskazują jednak na ograniczoną praktyczną dostępność tych funduszy dla obszarów pozamiejskich.
