Zróżnicowanie opłat za lokalne usługi publiczne na przykładzie usług dostarczania wody i odprowadzania ścieków

Abstract

Celem artykułu jest przedstawienie oraz ocena zróżnicowania wysokości stawek opłat lokalnych ponoszonych przez mieszkańców gmin. Materiał empiryczny stanowiły wyniki własnych badań przeprowadzonych w 137 gminach województwa małopolskiego. Wyniki badań dowiodły, że w latach 2011-2017 miał miejsce systematyczny wzrost opłat komunalnych. Występowało również duże zróżnicowanie pomiędzy gminami (szczególnie w zakresie odprowadzania ścieków). Rady niektórych gmin, chcąc obniżyć stawki opłat płacone przez mieszkańców stosują dopłaty do uchwalanych taryf finansowane z budżetów lokalnych.
