Publiczny Transport Zbiorowy Na Obszarach Wiejskich – Wnioski Z Badań

Abstract

Przyjęto założenie, że finansowanie transportu publicznego przez samorządy lokalne jest zjawiskiem częstym na obszarach wiejskich o wielofunkcyjnej strukturze gospodarki, natomiast relatywnie rzadkim w samorządach monofunkcyjnych rolniczo. Podjęto próbę odpowiedzi na pytanie, czy transport publiczny na obszarach wiejskich jest usługą o regresywnym kierunku, czy jednak liczba gmin finansujących go wzrasta. Przeprowadzone na grupie 2173 gmin wiejskich i miejsko-wiejskich analizy pozwoliły na empiryczną falsyfikację pierwszej oraz weryfikację drugiej części pytania. Mimo zwiększającej się liczby samorządów finansujących transport zbiorowy wykazano znaczne zróżnicowanie przestrzenne w tym aspekcie. Relatywnie wysoki odsetek mieszkańców gmin względnie monofunkcyjnych, położonych poza strefą oddziaływania największych miast, pozbawiony jest możliwości korzystania z organizowanej przez gminę komunikacji zbiorowej. Jednocześnie w gminach tych wskazuje się na silną potrzebę dofinansowywania tej usługi.
