Narodowy Cel Wskaźnikowy Jako Czynnik Rozwoju Rynku Rodzimego Białka Roślinnego

Abstract

Celem artykułu jest wskazanie możliwości wykorzystania Narodowego Celu Wskaźnikowego dla białka roślinnego jako czynnika stymulującego rozwój rynku rodzimych roślin białkowych w polskiej gospodarce. W realizacji postawionego celu posłużono się dostępnymi wynikami badań związanymi z rynkiem rodzimych roślin białkowych. Przedstawiono propozycję algorytmu, który określa wynikający z NCW udział rodzimych roślin białkowych w produkcji pasz realizowanej przez krajowe przedsiębiorstwa. Na podstawie przeprowadzonych badań stwierdzono, że wcześniejsze próby rynkowego animowania rynku rodzimych roślin białkowych nie przyniosły zamierzonych rezultatów. Dlatego ze względu na silną pozycję konkurencyjną rynku importowanej śruty sojowej dalsze działania zmierzające do osiągnięcia zamierzonego celu wymagają wprowadzenia NCW dla rodzimego białka roślinnego w paszach, pomimo że jest to mechanizm będący formą interwencjonizmu państwowego. Jednak doświadczenia związane z wykorzystaniem nasion rzepaku na cele wytwarzania biopaliw, wskazują na duże szanse powodzenia zamierzonych działań.
