Social infrastructure consists of a network of interconnected devices and institutions: education, culture, health care, tourism, physical culture, et al. They are performing specific social needs that usually are variable in time and they are growing qualitatively and quantitatively in the progressive economic development of state and its regions. Between social infrastructure and economic development are closely relationship, because infrastructure equipment determines the rate and level of development, and economic development determines the possibilities of the development of infrastructure. The functioning of the elements making up the social infrastructure also allows for the implementation of social policy in the field of formation of the living conditions and the creation of social and special order.
