Abstract

This paper presents a reflection over a public policy experience denominated Pacto São Chico – Produtos Jeito Caseiro, designed to create job opportunities and income for family farmers based on agroindustrialization and on the construction of short marketing circuits in the municipality of São Francisco de Assis (SFA), Rio Grande do Sul, Brazil. The objective of this article is to discuss the categories which enable the formation of a SYAL based on the Pacto São Chico – Produtos Jeito Caseiro program. To do this, we conducted a predominantly qualitative research, with exploratory-descriptive character. The results show the unleashing of a series of synergistic effects that can configure complementarity between public policies and the establishment of a legal, institutional and policy framework, capable of enhancing resources and initiatives for the territory. With this experience, the results structured the SYAL, especially by qualifying sociocultural ties between farmers and consumers, as well as strengthening an identity surrounding the territory and a diversity of products, configured as a short circuit. The Pacto São Chico – Produtos Jeito Caseiro program has the potential to reveal a repaired action proposal and, with the due adjustments, is likely to be used in other settings.
