Mercantilização Da Agricultura Familiar: Uma Análise Dos Efeitos De Variáveis Selecionadas Para As Culturas Do Feijão E Do Arroz

Abstract

A agricultura familiar, assim definida pela Lei 11.326/2006, abrange produtores rurais não homogêneos. Nesse artigo, essa diferenciação é observada através do Índice de Mercantilização – IM (razão entre quantidade vendida/quantidade produzida), o qual é distinto para os agricultores familiares produtores de arroz versus os produtores de feijão. Objetivou-se, neste trabalho,verificar a influência de alguns fatores (como área média, preço médio e volume de crédito) sobre o IM para a cultura do feijão e do arroz, através de um modelo de regressão simples e considerando dados agregados em nível de municípios, para o ano de 2006. Os resultados das regressões mostram que essas três variáveis têm efeitos distintos sobre o IM, segundo a região analisada (Brasil e suas cinco macrorregiões), o que reforça a visão de que há grupos diferentes dentro do que se chama agricultura familiar, o que implica em se avaliar a importância de segmentar a política voltada a esse segmento. ----- The family farming comprises non-homogeneous rural farmers, as established in the 11.326/2006 law. This differentiation was analyzed here by using the mercantilization index (MI) given by the ratio between the sold quantity and the produced quantity. This index is different between family farmers which yield rice and those which yield bean. The purpose of this study was to investigate the influence of some factors, such as mean area, mean price, and credit volume, in the MI for bean and rice crops, by means of simple linear regression model, and by considering data aggregated at the municipality level for the year of 2006. The regressions pattern showed that these three parameters have different effects on the MI in Brazil and in the five Brazilian regions, which strengthens the vision of that there are different groups within the family farming. This inference leads to the need of assessing the importance of the policy focused on this segment.
