O Papel Das Parcerias Público Privadas Na Formação De Uma Plataforma De Negócios, No Setor Canavieiro Brasileiro

Abstract

Objetivou-se, no presente trabalho analisar a importância das parcerias público privadas no desenvolvimento do mercado canavieiro brasileiro através das trocas de competências entre as organizações e, como essa relação de complementaridade pôde contribuir para alavancar uma “plataforma de negócios” no mercado canavieiro brasileiro. Como procedimento metodológico utilizou-se de uma pesquisa qualitativa através da realização de um estudo exploratório. Os dados foram obtidos, tanto de fontes primárias quanto de fontes secundárias. Os resultados indicam que as parcerias público privadas entre usinas e centros de pesquisa públicos de desenvolvimentos de novas variedades de cana foram fundamentais na reestruturação do setor canavieiro, no período da desregulamentação do setor. Mais do que isso, essas parcerias permitiram que as organizações trocassem competências e, dessa forma, se estruturassem em uma relação de complementaridade, isso é, em que as deficiências de uns são complementadas pelas fortalezas de outros. Essa relação de complementaridade é fundamental para o desenvolvimento de inovações e crescimento do setor, fazendo, portanto, a base para uma estrutura de “plataforma de negócios”. ----- This paper aims at analyzing the importance of public-private partnerships in the development of the Brazilian sugar cane market through competency exchanges between organizations and how this complementarity relation contributed in leveraging a “business platform” in the Brazilian sugar cane market. As methodological procedure we used a qualitative research through an exploratory study. The data were obtained from primary and secondary sources. The results showed that the public private partnerships between plants and public research centers for the development of new sugar cane varieties were fundamental in the restructuring of the sugar cane sector in the sector’s deregulation period. More than that, these partnerships allowed the organizations to exchange competencies, thus structuring a complementarity relation, that is, where the deficiencies of one are complemented by the strengths of others. This complementarity relation is fundamental for the development of innovations and the growth of the sector, therefore becoming the basis for a “business platform” structure.
