Desenvolvimento Territorial Rural Com Gestão Social: Um Estudo Exploratório Entre Brasil E Argentina

Abstract

O artigo tem como principal objetivo realizar um estudo comparativo entre as disposições normativas voltadas para a gestão social no âmbito dos programas de desenvolvimento territorial rural do Brasil e da Argentina: Programa Territórios da Cidadania (PTC) e Programa Nacional de Apoyo al Desarrollo de los Territorios (PNADT), respectivamente. Parte-se da discussão de que a promoção do desenvolvimento territorial rural requer a participação de atores sociais em arranjos institucionais que visam à decisão conjunta de ações em prol do desenvolvimento. Tal dinâmica participativa deve ser norteada pela gestão social, entendida como uma relação dialógica, no qual o processo decisório é compartilhado e pactuado entre os diversos participantes da ação. O estudo, de caráter exploratório, contou com a realização de pesquisas bibliográfica e documental. A análise dos dados foi realizada, a partir da seleção de critérios para avaliação de processos decisórios participativos, formulados por Tenório et al. (2008), sobretudo o processo de discussão, a inclusão e o pluralismo. Os resultados apontam que os programas pesquisados preconizam a diretriz participativa na condução das suas ações, com destaque para o caso brasileiro que dispõe de uma institucionalidade participativa em cada terreno. A ênfase no pluralismo dos atores sociais é percebida no programa argentino, ao contrário do PTC que elege como público prioritário à agricultura familiar. Ressalta-se, também, que enquanto na Argentina o destaque maior é concedido à competitividade local, no Brasil o enfoque principal é a superação da pobreza por meio do empoderamento da sociedade civil. ----- The article has the principal objective of performing a comparative study between the normative dispositions related to the social management in the scope of rural territory development programs of Brazil and Argentina: Programa Territórios da Cidadania (PTC) and Programa Nacional de Apoyo al Desarrollo de los Territorios (PNADT), respectively. We begin with the discussion that the promotion of rural territory development requires the participation of social actors in institutional arrangements aimed at a joint decision of development actions. Such participative dynamic must be guided by social management understood as a dialogic relationship, in which the decision-making process is shared and agreed between the many participants of the action. The study, of exploratory character, included literature and documental research. Data analysis was performed based on the selection of criteria for the evaluation participative decision-making process formulated by Tenório et al. (2008), especially the discussion, inclusion and pluralism process. The results show that the researched programs preconize the participative directive in conducting their actions, with emphasis on the Brazilian case which features participatory institutionality in the deliberative process. The emphasis in pluralism of social actors is perceived in Argentinian program which, unlike the PTC which elects familiar agriculture as priority public. It is also noteworthy that, while in Argentina the highlight is granted to local competitiveness, in Brazil the main focus is overcoming poverty by means of empowering civil society.
