Perspectivas Da Agropecuária Do Município De Itaguaí Face A Megaprojetos Em Implementação No Local

Abstract

Objetivou-se neste artigo colocar em evidência como a agropecuária está sendo excluída da agenda de desenvolvimento do município de Itaguaí-RJ. Neste sentido, será descrito como a agricultura vem, paulatinamente, perdendo espaço social e econômico para megaempreendimentos, tais como a ampliação do porto de Itaguaí, estaleiro da Marinha para construção de submarinos nucleares, a instalação da siderúrgica TKCSA, entre outros. No artigo demostra-se como escalas de poder global impactam no local (VAINER, 2001), e como os conceitos teóricos da gestão social e do Desenvolvimento Territorial Sustentado – DTS podem ampliar as relações de poder local na condução de políticas públicas. A metodologia baseada em pesquisa exploratória como fim e como meio documental e de campo descreve as ações da SEMAAP- Secretaria de Meio Ambiente, Agricultura e Pesca de Itaguaí que poderiam ser ampliadas e constituírem propostas de uma política pública concebida a partir da discussão e deliberação dos atores da sociedade civil (agricultores e associações e sindicatos dos produtores locais) mercado (empresas responsáveis pelos megaprojetos, rede de comerciantes e serviços locais) e poder público nos seus níveis executivos e legislativos; municipal, estadual e federal com a participação do Ministério do Desenvolvimento Agrário- MDA com técnicos do PRONAF. Tais políticas poderiam mitigar os impactos sociais e ambientais derivados das transformações estruturais. Como conclusões, a pesquisa indica que uma política pública, calcada na segurança alimentar, na mitigação dos impactos ambientais e do desenvolvimento territorial sustentável poderia contribuir na estruturação de redes e ampliação de laços entre os atores locais fortalecendo a agricultura local. ----- The purpose of this article is to highlight how farming is being excluded from the development agenda of the municipality of Itaguai- RJ, Brazil. In this sense, we will describe the manner in which agriculture has been gradually losing social and economic ground to mega-enterprises, such as the expansion of the port of Itaguai, Navy Yard for construction of nuclear submarines, the installation of TKCSA steel mill, among others. The article demonstrates how global power scales impact the location (VAINER, 2001), and how the theoretical concepts of social management and Sustainable Territorial Development - STD can expand the relations in conducting public policies. A methodology based on exploratory research as an end and as a documentary and field means describes the actions of SEMAAP-Department of Environment, Agriculture and Fisheries of Itaguaí, which could be extended and constitute proposals of a public policy designed from the discussion and resolution of civil society actors (local farmers, associations and unions), market (companies responsible for the megaprojects, merchant network and local services) and public power in the executive and legislative levels, local, state and federal, with the participation of the Ministry of Agrarian Development -MDA with PRONAF technicians. Such policies could mitigate the social and environmental impacts derived from the structural transformations. As conclusions, the research indicate that a public policy grounded in food security, mitigation of environmental impacts and sustainable territorial development could contribute in structuring networks and expanding ties between local actors, strengthening local agriculture.
