Do Monólogo Ao Diálogo: O Potencial Emancipatório Do Programa Território Da Cidadania Meio-Oeste Contestado Revisitado À Luz Da Gestão Social

Abstract

No presente estudo de caso objetivou-se analisar a contribuição do Programa Territórios da Cidadania Meio-Oeste Contestado Catarinense, política pública iniciada em 2008, na região catarinense em que se desenvolveram os conflitos armados do Contestado, para a emancipação da comunidade envolvida como espaço institucionalizado de atores sociais dialógicos e participativos. Considerando uma construção teórica multifacetada, abrangendo gestão social e emancipação, elaborou-se um corpus metodológico qualitativo centrado num conjunto de categorias analítico-empíricas (cidadania deliberativa e participação) e respectivas variáveis (processo de discussão, autonomia, inclusão e igualdade participativa). Os dados foram obtidos por intermédio da realização de 10 (dez) entrevistas semi-estruturadas e consulta a dados secundários. Os resultados convergiram para as seguintes constatações: (i) o programa apresenta-se muito mais como um mecanismo de articulação e aproximação entre as esferas governamentais do que como instrumento de concertação das forças sociais, deixando de promover a gestão social do território; (ii) não foi apropriado pelos atores territoriais como espaço de conquistas e construção de uma nova realidade territorial; e (iii) ainda não se constituiu como aspecto relevante para a emancipação da comunidade. ----- This case study aims at analyzing the contribution of the Programa Território da Cidadania Meio-Oeste Contestado from Santa Catarina, Brazil, a public policy initiated in 2008 in the region of Santa Catarina where the contested armed conflicts occurred, in order to emancipate the community involved regarding institutionalized space of dialogical and participatory social actors. From a multifaceted theoretical construction, encompassing social management and emancipation, we elaborated a qualitative methodological corpus focused on a set of analytic-empirical categories (deliberative citizenship and participation) and their variables (discussion process, autonomy, inclusion and participative equality). The data were obtained through conducting ten semi-structured interviews and consultation to secondary data. The results converged to the following findings: (i) the program is presented more as an articulation and approximation mechanism between government spheres than as a social forces conciliation instrument, failing to promote the social management of the territory; (ii) was not suitable for the territorial actors as space for conquests and construction of a new territorial reality; and (iii) has not yet been constituted as a relevant aspect for the community’s emancipation.
