Instituições De Proteção Da Indicação Geográfica (Ig) No Mercado Internacional: O Caso Da Tequila E Os Desafios Para A Cachaça

Abstract

A política pública de incentivo às exportações de cachaça foi iniciada em 2000 com o objetivo de aumentar as exportações por meio da estratégia que envolve a implementação da Indicação Geográfica (IG) da cachaça e a melhoria da qualidade do produto. Essa estratégia é semelhante à adotada com sucesso pelo México para estimular a cadeia produtiva da tequila. Demonstrou-se com o trabalho que a estratégia possui fundamentação teórica no paradigma eclético, devido, entre outras coisas, à criação de vantagens de propriedade relacionadas ao sinal distintivo de IG e ao capital social do grupo. Ademais, percebeu-se que o caso brasileiro possui semelhanças com o mexicano, podendo ser utilizado como exemplo, e notadas as experiências positivas no aumento das exportações e atração de investidores externos, tanto quanto as experiências negativas, relacionadas às questões socioambientais. Foram executadas diversas ações para implementação da política pública de incentivo às exportações da cachaça, entre elas: definição interna da IG cachaça, estabelecimento de padrões de qualidade e sistemas de certificação. Entretanto, a completa implementação da política pública depende do reconhecimento internacional da IG cachaça. O desempenho abaixo do esperado das exportações de cachaça nos últimos 10 anos pode ser explicado em parte pela implementação incompleta da estratégia adotada. ----- Public policy for promotion of cachaça exports began in 2000 with the goal of increasing the exportation by means of a strategy involving implementation of a Geographic Indication (GI) of the cachaça and improving its quality. This strategy is similar to that adopted with success by Mexico to promote the productive chain of tequila. It was demonstrated with the work that the strategy has theoretical foundations in the eclectic paradigm, due, among other things, the creation of ownership advantages related to the distinctive sign of GI and the social capital of the group. Moreover, it is demonstrated that the Brazilian case is similar to the Mexican one and can be used as an example, and noted the positive experiences related to increase of exports and attraction of foreign investors, as well as the negative experiences, related to socio-environmental issues. Among the several actions that have been taken in order to implement the public policy to promote cachaça exports, among them: internal definition of the GI cachaça, and the creation of quality standards and certification programs. However, complete implementation of the public policy will only be possible when the GI cachaça is internationally recognized. The underperforming of cachaça exports in the last 10 years can be partially explained by the incomplete implementation of the strategy adopted.
