Estratégias Na Cadeia Produtiva Do Café No Norte Pioneiro Do Paraná: Competição, Colaboração E Conteúdo Estratégico

Abstract

Objetiva-se com esta pesquisa caracterizar as estratégias competitivas e colaborativas adotadas por empresas e produtores rurais da cadeia produtiva do café, no Norte Pioneiro do Paraná, e seus efeitos sobre o conteúdo estratégico, tendo como referência as estratégias genéricas de Porter, a matriz produto/mercado de Ansoff e as abordagens sobre conteúdo estratégico. A pesquisa foi realizada por meio de estudo múltiplo de casos, em multinível, de maneira descritiva e interpretativa pelo método qualitativo. Os dados primários foram obtidos por meio de entrevistas com quinze produtores rurais, três torrefadoras e uma indústria de café solúvel. Os resultados, apresentados por segmento, apontam para estratégias de penetração de mercado, por meio da predominância de estratégias de liderança no custo total que conferem, nos melhores casos, vantagem competitiva temporária. Poucos casos de diferenciação têm sugerido uma vantagem competitiva sustentável. Assim, o posicionamento estratégico presente na maioria dos participantes da cadeia é o de penetração de mercado e, mesmo em casos de diversificação, essa está atrelada à estratégia de liderança no custo total. Verificouse a inexistência de integração e colaboração na cadeia produtiva, principalmente devido à falta de consciência sobre suas possibilidades. ----- This study aims to characterize the competitive and collaborative strategies adopted by companies and farmers in the coffee production chain in the Pioneer North of Paraná State and their effects on strategic content, with Porter’s Generic Strategies, Ansoff’s Product/Market Matrix and approaches to strategic content as a reference. The research took the form as a descriptive and interpretative multi-level multiple case study, using the qualitative method. The primary data were obtained through interviews with fifteen farmers, three coffee roasting companies and a soluble coffee industry. The results, presented by segment, identify strategies of market penetrating, through the predominance of cost leadership strategies that provide a temporary competitive edge in the best cases. Few cases of differentiation have suggested a sustainable competitive advantage. Therefore, the strategic position present in most participants in the chain is one of market penetration and, even in diversification cases, this is linked to cost leadership strategy. There was no integration and collaboration in the production chain. This was mainly due to lack of awareness of their possibilities.
