Quelle aide forfaitaire pour les petites fermes françaises ?

Abstract

Les aides de la Politique agricole commune (PAC) sont, pour la plupart, distribuées par hectare de surface agricole utile. Par définition, les petites exploitations en touchent peu et pourtant, leurs contributions économiques, environnementales et sociales sont de plus en plus mises en avant dans les débats actuels. Dès 2014, dans un souci de réallocation des aides et de simplification des procédures administratives, la PAC a proposé un régime d’aide simplifié pour les petits agriculteurs sans conditions ni contrôles, et assorti d’un paiement forfaitaire maximal de 1250 € par exploitation souhaitant en bénéficier (en substitution des paiements par hectare). La France a choisi de ne pas ouvrir ce régime d’aide, estimant que les montants proposés ne seraient pas suffisamment attractifs. La PAC post-2020 maintient ce dispositif mais sans en assouplir les règles et les montants. Nous évaluons ici l’acceptabilité en France de différentes versions d’un régime d’aides forfaitaires à destination des petites exploitations, en intégrant des conditions environnementales et d’emploi.
