L’analyse d’une politique publique alimentaire locale intégrée : le cas du Conseil départemental de la Gironde

Abstract

Depuis le début des années 2010, les agendas politiques locaux accueillent un nouvel enjeu : l’alimentation. Cette intégration des problématiques liées au fait alimentaire dans les arènes publiques locales témoigne, entre autre, du processus de reterritorialisation de l’agriculture et de l’alimentation en cours sur les territoires. Ce processus s’incarne à travers le développement de projets, voire de politiques alimentaires portées par les acteurs publics locaux. C’est notamment le cas des Conseils départementaux, anciens guichets agricoles locaux et aujourd’hui chefs de file des solidarités humaines et territoriales. L’existence de cette collectivité née de la Révolution a souvent été tantôt remise en question à travers le processus de décentralisation, tantôt réaffirmée, notamment en tant que Département « providence » (Grégory, 2017; Lafore, 2004). Aujourd’hui, une vingtaine de Départements métropolitains communiquent sur leurs engagements dans la construction des stratégies politiques alimentaires.
