La dimension rurale du deuxième pilier : une politique territorialisée de l’agriculture

Abstract

Le deuxième pilier de la PAC regroupe un ensemble de mesures orientées sur les structures et facteurs de production agricoles, l’environnement et la gestion de l’espace, les activités et le cadre de vie ruraux. Il bénéficie d’un règlement (RDR) et d’un fonds d’intervention (FEADER) spécifiques. Toutefois, l’articulation étroite de la politique de développement rural à la politique agricole pose deux séries de questions : les unes relatives à la subordination des mesures rurales à l’atteinte des objectifs agricoles, y compris en termes de compensation, les autres relatives à la pertinence des leviers agricoles pour le développement des zones rurales. Face à cette double ambiguïté, des politiques rurales conçues dans une optique d’aménagement du territoire et de développement régional sont effectivement élaborées et mises en oeuvre concrètement, par les collectivités territoriales, selon des modalités différenciées qui portent le risque d’entretenir ou même amplifier les disparités régionales.
