Abstract
Third sector organisations comprises of charities, social enterprises, and voluntary groups supporting communities at local level. The study has focused on the relationship between the State and Third Sector Organizations (TSOs) in delivering services to impoverished rural community. Thirty TSOs were chosen from Kolar, Chikkaballapur, and Tumakuru districts, encompassing a variety of entities including NGOs, SHGs, and primary-level cooperatives. To achieve the specific objectives of the study, Garrett’s ranking technique was employed to assess key issues and challenges faced by TSOs (Third Sector Organisations) in Karnataka. The findings revealed that the study has revealed that the major constraints faced by NGOs are financial constraints, followed by Challenges in meeting targets and groups and women empowerment. Garrett’s scores of 62.33, 53.87, and 51.13 respectively. The major challenges by PACS are, High overdue and NPAs followed by political interferences and lack of necessary infrastructure. Garrett’s scores of 66, 64 and 36.8 respectively. dependence on external financial agencies (100%). The study recommended the need for strategic financial management, diversification of funding sources, and potential reforms to streamline regulatory processes.
