Elements of an Efficient Warehouse Receipt System - Some Observations from an Integrated Electronic Platform Evolving in India

Abstract

Electronic negotiable warehouse receipt (eNWR) system is evolving in the country. A comprehensive warehouse receipt system running on an electronic platform facilitates participation of different agencies like repositories, exchange and auction platform and players like warehouse executive, assaying agents and depositors. The system is observed to have all the necessary elements of a well-functioning warehouse receipt system covering legal and regulatory framework. An attempt is made in this paper to understand the structure and progress of the same. The information compiled under the paper indicates that the system has made reasonable progress in terms of quantity deposited and pledge finance made available against eNWR. A better growth is possible by addressing challenges faced by different players related to technology-based glitches, the availability of limited users and perceived workload. There is a need to create awareness at each level of the supply chain to enhance the acceptance of the system. Participation of farmers mainly through farmer organizations may provide sustainability to the concept.
