Abstract
Seed certification policies have been in place for more than five decades, but the adoption process still encounters various challenges that need proper solutions. The implementation of certified rice seeds requires a collective approach and cooperation among stakeholders. Performed study aims to analyze the level of adoption of certified rice seeds in rainfed paddy fields and examine the roles of stakeholders in encouraging its sustainable adoption. The quantitative method was used, involving a survey of 137 respondents, through selected use of Lemeshow’s formula across five sub-districts in Purworejo District, Indonesia. Additionally, a qualitative approach was included through Focus Group Discussions (FGD), later analyzed with the MACTOR (Matrix of Alliance, Conflicts, Tactics, Objectives, and Recommendations) method. Derived results showed that farmers mainly adopt certified seeds due to government support (71.53%) and irregular plant growth (60.58%). The key stakeholders influencing adoption are seed producers, regulators/facilitators, and end users, all aiming to increase production, productivity, and profits. Despite different roles and goals, no conflicts of interest have been identified among the stakeholders. Policy makers and regional leaders are the most influential stakeholders in promoting the adoption of certified rice seeds.
