Harmonization Of Legislation On Plant Protection With Eu Law

Abstract

Plant protection is very important area in the field of agriculture, regarding it is on the beginning of the food chain. Therefore, plant protection has special treatment in developed countries, which reflects detailed legislation of the field. From around 4.000 EU laws on agriculture, around 500 are on plant protection, consolidated in 34 texts. In Serbia, plant protection legislation is in the process of harmonization with international legal standards. The Law on seed, and the Law on propagation material of fruits, vine grape, and hop were brought in 2005, making new rules: new categories, certification, registration, labeling… The Law on fertilizers is in the parliament procedure, making new rules: liberalization of import of fertilizers, registration of subjects in the field… The Law on plant health is in the process of public review, bringing the new national system of plant health: new lists of harmful organisms, plant passport, licensing…
