Környezeti fenntarthatóság a Közös Agrárpolitikában és az EU-taxonómiában

The European Green Deal, the long-term strategy of the European Union (EU) to achieve the climate neutrality targets of the Paris Agreement by 2050, places high environmental demands on economic actors. Actors in the agricultural and food supply chains no longer have to comply with green requirements through the regulation of the Common Agricultural Policy (CAP), but market financing is also being transformed as a result of the EU Taxonomy Regulation. The question arises as to how far the environmental requirements set by the EU Taxonomy and the green objectives of the CAP are in line for the period 2021–2027. In our study, we compared these two green requirement systems using the CAP indicator set. The results showed that the objective systems of the Common Agricultural Policy and the Taxonomy Regulation can be largely matched to each other, most indicators fit into the individual taxonomic target areas and their sub-dimensions, and deeper content connections can be detected between them than would be assumed from the names of the objectives. At the same time, it should be emphasized that the indicators may be suitable to varying degrees for measuring individual taxonomic objectives, partly due to their number and partly due to their nature (the indicators of the CAP aimed at program-level evaluation cannot be interpreted at the farm level). In addition, based on the results of our analysis, the CAP environmental indicator set does not cover the entire value chain from farm to fork, and there is not a sufficient number of indicators to measure the transition to a circular economy, which is given a more prominent role in the food industry, so additional indicators need to be developed.
