A nemzeti agrár-környezetvédelmi program pályázatainak elemzése

A tanulmány a Nemzeti Agrár-környezetvédelmi Program (NAKP) bevezetésének körülményeit és eddigi tapasztalatait tárgyalja. A két éves késéssel és szerény pénzügyi keretek (2,5 Mrd Ft) mellett indított célprogramok közül a legnagyobb érdeklődés az ökológiai gazdálkodási és a gyephasznosítási programok iránt nyilvánult meg. A várakozásnak megfelelően a Program iránti érdeklődés azon területeken volt igen intenzív, ahol a természeti-gazdasági tényezők kevésbé teszik lehetővé az intenzív mezőgazdasági termelést. A szerzők felhívják a figyelmet a hazai agrár-, vidékfejlesztési és környezetvédelmi politikák összehangolásának szükségességére, valamint az ezzel összefüggő lehetőségekre az EU-taggá válásunkat követően. Az NAKP fokozatos és céltudatos kiterjesztése egyedülálló lehetőség a gyenge természeti adottságú területeken gazdálkodók megélhetésének, az egészséges és piacképes termékek előállításának, valamint a környezetvédelmi (természetvédelmi) szempontoknak az összehangolására. A továbbiakban – a pénzügyi források jelentős mértékű növelése mellett az intézményi rendszer fejlesztésére, mindenekelőtt a személyi feltételek javítása a kutató és a felsőoktatási intézmények fokozott mértékű közreműködése szükséges. ------------- Circumstances of the implementation of the National Programme of Environmental Protection in Agriculture are described, along with experience acquired in this field so far. Special programmes were launched with a two years’ delay and under modest financial conditions (HUF 2,5 billion = ca. $ 10 million). Among them the ecological farming programmes and the grassland management programmes aroused greatest interest. According to expectations interest in the Programme was especially great in fields where natural and economic conditions do not permit of intensive farming. Attention is called to the necessity of harmonising national policies in the fields of agriculture, rural development and environmental protection, as well as to possibilities which will derive from them after the entry of Hungary into the European Union. The National Programme of Environmental Protection in Agriculture constitutes a unique possibility of harmonising the subsistence for people farming under poor natural conditions, the production of sound and marketable food, and the consideration of the requirements of environmental (wildlife) protection. In the future it will be necessary not only to considerably increase financial resources but also to develop the institutional system. First of all, personal conditions must be improved and the co-operation of research institutes, universities and colleges must be intensified.
