A mezőgazdaság helye és szerepe a vidékfejlesztésben

A vidékfejlesztés definiálása még nem megoldott a tudomány részéről. Annak az EU általi meghatározása, illetve a nemzeti sajátosságok fontosságának elismerése azonban stabil alapot teremtenek a hazai vidéki gazdaság sikeres fejlesztéséhez. Az élet kikényszerítette vidékfejlesztés megjelenése a KAP részeként, majd annak határozottabb irányvétele az AGENDA 2000-ben e második pillér jelentős erősödését hozta magával, amelynek a költségvetésen belüli aránya még nem meghatározó, de tendenciálisan izmosodó. A jövőre nézve a mezőgazdaság nem játszhatja már a motor szerepét a vidék gazdaságának fejlődésében, de részvétele és fontossága a vidéki gazdaság gyarapításában sem meg nem megkérdőjelezhető, sem nem mellőzhető. A mezőgazdaság vidékfejlesztésbeni szerepének mértéket alapvetően a kapott támogatások nagysága határozza meg és csak kisebb részben a szektor belső erőforrásai. A vidékfejlesztésben a mezőgazdaság által vállalható szerep egyrészt a szabályozási környezettől függ, másrészt attól, hogy ebben a környezetben a mezőgazdaság mennyire képes erőforrásait mozgósítani és hatékonyan felhasználni. ------------------ The definition of rural development has not yet been exactly formulated by science in Hungary. However, its definition formulated by the European Union, along with the recognition of the importance of national characteristics, provides a stable basis for the successful development of rural economy also in this country. The circumstance that rural development, which had been enforced by life, has become a part of CAP, and has been even more emphasised by AGENDA 2000, has resulted in the strengthening of this pillar. It is true that its ratio within the budget is not yet decisive but exhibits an increasing trend. As for the future, agriculture will not be capable of playing the role of the prime mover in the development of rural economy. However, its participation in, and importance for, the increase in rural economy is neither questionable nor negligible. The extent of the role of agriculture in rural development is determined by the amount of subsidies it receives, and only to a smaller extent by its internal resources. The role agriculture may play in rural development depends on the environment of regulation, on the one hand, and on the question to what extent agriculture is capable of mobilising its resources and exploiting them in an effective way in this environment, on the other.
