A vámok és az export visszatérítések várható változása az EU tagság után a harmadik országok felé irányuló magyarországi kivitelben I

A harmadik országokba irányuló hazai export két piacra jutási feltételét, a vámvédelem és az exporttámogatások várható alakulását vizsgálják a szerzők az európai uniós csatlakozás utáni időszakban. A kiválasztott országokba irányuló kivitel legfontosabb tíz termékére érvényes jelenlegi és csatlakozás utáni vámszintet vizsgálva összefoglalóan azt mondhatjuk, hogy igen kevés jelentősen kedvező változás várható. A négy ország tíz-tíz termékéből csupán a Romániába irányuló pörkölt kávé és kukorica, valamint a Horvátországba szállított izocukor-kivitelre lesz érvényben alacsonyabb vámszint. Az összességében nem túl biztató képet árnyalhatja azonban, hogy a harmadik országok nagy részével az Európai Uniónak érvényben lévő regionális egyezményei változhatnak, különösen a csatlakozásra váró országok (Románia, Horvátország, Bulgária) társulási megállapodásaiban szereplő termékek illetve az azokra vonatkozó vámkedvezmények köre bővülhet a jövőben. A harmadik országokba irányuló kivitelből az élősertés és a 2003 júliusáig támogatott hasított félsertés az Unióban már nem részesül exporttámogatásban, ezért rosszabb pozícióba kerül. A gabonaexport akkor kerülhet előnyösebb helyzetbe, ha a korábbi időszakok gyakorlatának megfelelően újra támogatni fogja az EU a búza és a kukorica kivitelét. A többi fő exportcikkre a vizsgált szempontból semleges hatással lesz az EU tagság, mert jelenleg sem Magyarországon sem az EU-ban nem részesülnek export visszatérítésben. Más szóval a harmadik országokba irányuló kivitel döntő része a csatlakozás után sem részesül exporttámogatásban, mivel az Unió export visszatérítési kiadásainak kétharmadát a cukor és a tejtermékek támogatására költi, amelyekből Magyarország exportja meglehetősen kevés. ------------- The changes of customs protection and export refunds (the two main prerequisites of the getting of Hungarian exports on the market of third countries), which are likely to take place after the entry of the country into the European Union, were investigated. A comparison of the level of customs fees for the ten most important products exported to the selected four countries valid at present and after the entry of Hungary into the European Union showed that very little favourable change can be expected in this respect. From ten products per country, customs fees will be lower only in case of the exports of roast coffee and maize exported to Romania, and isosugar exported to Croatia. However, the situation which is not too encouraging in its entirety can be slightly modified by the circumstance that the regional agreements concluded by the majority of third countries and the European Union may change. Especially the number of products listed in the articles of partnership of the countries expecting their EU accession (Romania, Croatia, Bulgaria), and customs fees valid for them, may increase in the future. Among the products exported to third countries no export subsidies exist any more for live pigs and half carcasses in the European Union, wherefore their export position is be coming worse. The position of grain exports may become more favourable if, according to the practices of earlier periods, EU will continue to subsidise wheat and maize exports. The rest of the main products exported will be neutrally affected by the EU membership of Hungary, since at present no export refunds exist any more for these products either in Hungary or in the Union. In other words, the decisive part of Hungarian exports to third countries will benefit of no subsidies after the country’s entry into the European Union either, because the latter spends two thirds of its export refund expenditures on the support of sugar and dairy products Hungarian exports of which are rather limited.
