A Mátrai borvidék szőlő-bor vertikumának fejlesztési stratégiája

Abstract

A Mátra déli lejtőin található Magyarország legnagyobb kiterjedésű domb- és hegyvidéki borvidéke, a Mátrai Borvidék. A 22 heves megyei településen kívül a borvidékhez tartozik Pest megyéből Vác, Mogyoród, Rákosliget-Királydomb és Rózsahegy-Báróhegy, Nógrád megyéből pedig Pásztó. A hegyközségi tanács 2002-ben a beérkezett információk alapján 13 428 fő regisztrált taggal működött. A Mátrai Borvidék földrajzi, éghajlati és talajadottságai kiváló lehetőséget nyújtanak a fehérbor-, vörösbor- és csemegeszőlőfajták termesztésére. A Mátrai Borvidék szőlőterülete 8052 hektár, amely az ország szőlőterületének 8,7%-a. Magyarországon 2002-ben az összes leszüretelt szőlő mennyisége 501 499 tonna, a Mátrai Borvidéken, pedig 49 739 tonna, ami 9,9%-os részarányt jelent. Magyarországon az egy gazdálkodóra jutó átlagos szőlőterület 0,32 hektár, a Mátrai borvidéken egy termelőre 0,66 ha jut. Ezzel együtt a Mátrai borvidéket a tulajdoni elaprózottság, a nagy agrotechnikai, szaktudásbeli, szőlő-feldolgozási, borminőségi, piacismereti különbség és a vezérbor hiánya jellemzi. A néhány nagyobb feldolgozó mellett még nem alakultak ki a kiváló minőséget előállító kisebb termelők jelentősebb csoportjai, melynek fő oka az összefogás hiánya, az erők egyesítésének elmaradása, az elégtelen tőkeellátottság és a piacismeret hiányos volta. Rontja a termelők jövedelmi pozícióját az, hogy mindhárom vizsgált évben 74% feletti a termelő által fel nem dolgozott borszőlőként értékesített arány. A legmagasabb pedig 2002-ben volt, amikor is ez 82,7%-ra növekedett. A 25 hegyközségből háromban termeltek szőlő-szaporítóanyagot 2002-ben, nevezetesen az Abasári, a Nagyrédei és a Rózsaszentmárton-Apci Hegyközségben. Abasár szőlő-szaporítóanyagtermelésre szakosodott, hiszen itt 56 oltványtermelő közel 100 hektár területen évente mintegy 10 millió oltványt állít elő. A másik két hegyközségben 1-1 termelő foglalkozik szaporítóanyag termeléssel 4 ha, illetve 1 ha-on. A hegyközségi működést alapvetően meghatározzák az elnökök és a hegybírók. A 23 hegyközségi elnök közül 17 rendelkezik felsőfokú végzettséggel, amely legtöbbjüknél agrárjellegű. A 23 hegybíró közül 16 szerzett felsőfokú képesítést. A hegyközségi irodák felszereltségének vizsgálata során megállapítottuk, hogy mind a 25 hegyközség rendelkezik számítógéppel, ami örvendetes, de sajnálatos, hogy mindössze kettőnek van internet hozzáférése. Ezt a hátrányt mielőbb meg kellene szüntetni. A Mátrai Borvidék modernizációját megalapozó kutatásainkban abból indultunk ki, hogy minden stratégiai tényezőt befolyásoló lépés előtt meg kell ismernünk az érintett termelők véleményét. A termelők átérzik a közös marketing fontosságát, amit mi sem bizonyít jobban, minthogy minden választ adó hegyközségi vezetés igent mondott annak szükségességére. Felmértük azt is, hogy vajon melyik hegyközségnek milyen vezérbor elképzelése van. A 22 választ adó közül 14-en szavaztak a Szürkebarátra, 4-en az Olasz rizlingre. A borvidék hagyományaival összhangban túlnyomó többség fehérbort képzel el vezérbornak, hiszen mindössze egyetlen vörösbor kapott egy szavazatot. Kutatómunkára alapozva szükséges meghatározni a vezérbor fajtabéli, termesztés technológiai, borkészítés-technológiai és csomagolási jellemzőit. Vizsgálatainkban megállapítottuk, hogy az egyes hegyközségekben az átlagosnál több a rendezvények és az építészeti látnivalók száma. Ahhoz azonban, hogy ezek a turisztikai adottságok a mainál több bevételt hozzanak a hegyközségekben élőknek, szükség van, az ezzel kapcsolatos marketing jobb összehangolására, az időpontok és programok egyeztetésére, valamint a borvidéki jelleg határozottabb érvényesítésére. Ennek a munkának is koordinátorai lehetnek a pinceszövetkezetek, illetve a későbbiek során a létrejövő Mátra Borkereskedőház. Felmértük, hogy az egyes hegyközségek milyen fontossági sorrendet állítanak fel a beruházások tekintetében. Az első helyre a szőlőtelepítést teszik az érintettek, ami nyilvánvalóan összefügg az ültetvények életkorának bemutatásakor tett megállapításainkkal, miszerint az utóbbi 15-20 évben ezen a téren jelentős a lemaradás. A második helyre az új szőlőfeldolgozó került, míg a harmadikra új bortároló létesítése. A Mátrai Borvidék modernizációjának célja, hogy a helyi ökológiai adottságokat kihasználva, korszerű technológiával, garantált eredetre alapozott, minőségi termék előállítása váljon lehetővé, és megvalósuljon ennek professzionális forgalmazása, beleértve új célpiacok meghódítását hatékony marketing tevékenység segítségével. A Mátrai Borvidék modernizációjának végső célja a termelők jövedelmének növelése, életminőségének javítása a versenyképes bortermeléssel. Meg kell találni azt a minőségi bort, amely betöltheti a borvidék vezérborának szerepét, és ami a Mátrai Borvidék megjelenítője lehet (Mátrai Szürkebarát?). A vezérbor kialakítás folyamatát részleteiben megszervező projektnek nyilvánosnak kell lennie, amelynek során a borvidék termelői, a helyi lakosság, a hazai és külföldi célpiaci fogyasztók véleményét, elvárásait, preferenciáit is meg kell ismerni. A hiányzó infrastruktúra elemek pótlása is szükséges, amelynek a közlekedési feltételek javítása mellett környezetvédelmi aspektusai is vannak (központi permetlé víznyerő és növényvédő szer maradékgyűjtő, kezelő helyek). A termelői érdekeket szolgáló szaktanácsadás megszervezése is elodázhatatlan, amely nem az input szállító kereskedelmi cégek üzleti szempontjai alapján szaktanácsolja a szőlősgazdákat, termelőket, hanem kizárólag és kifejezetten a szőlősgazdák, termelők érdekeinek megfelelően, és a végtermék iránti piaci igényből kiindulva. Megvalósításra vár továbbá a piac vezérelt fajtapolitika és az ezt érvényre juttató korszerű, csoportos, gazdaságos méretű szőlőültetvény-létesítése, majd ahol erre lehetőség van ott a borvidéki agrotechnikai feltételei, standardjai. Szükséges egy térségi növényvédelmi előjelző rendszer kidolgozása, amely meteorológiai előrejelzésen alapul, és információt szolgáltat a szőlősgazdáknak a várható növénybetegségekről és kártevőkről javaslattétellel, a védekezés konkrét módjára és idejére. Az volna a szőlőtermelők számára a kívánatos, ha saját maguk dolgoznák fel szőlőjüket. Azonban ezt a birtok-elaprózottság miatt nem lehetséges a kor színvonalán megvalósítani, ezért a pinceszövetkezeti feldolgozás-tárolás a járható út. Ezért célszerű létrehozni legalább három termelői tulajdonú pinceszövetkezetet, amelyek egyenként mintegy 30 ezer hektoliter kapacitású, modern szőlő feldolgozó, borpalackozó és készterméktárolót működtetnek. Ezek lehetővé teszik a fajlagos jövedelem növelését és növelik a piaci biztonságot. Ezeknek a korszerűsített, illetve új kapacitásoknak meg kell felelniük az EU előírásainak mind a technológia, mind a méret szempontjából. Ennek során újjá kell éleszteni azokat a volt nagyüzemi szőlőfeldolgozó és borászati kapacitásokat, amelyek erre alkalmasak. Internet alapú beszerzési és részben értékesítési rendszer bevezetését javasoljuk, melynek segítségével szervezett és hatékony logisztikai rendszer jön létre. Mielőbb szükséges létrehozni és a termelők javára hatékonyan működtetni a termelői tulajdonú Mátra Bor Kereskedőházat, melynek feladata többek között a hatékony, folyamatos marketing összehangolása. Kívánatos, hogy a borturizmus rendszerében érvényesüljenek a munkamegosztás, a specializáció előnyei, és ki legyen küszöbölve a belső konkurencia hatékonyságrontó hatása. A fentiek magas színvonalú megvalósításával olyan termelési- szolgáltatási-kereskedelmi előnyök birtokába juthatnak a szőlősgazdák, amelyek jelentősen csökkentik kiszolgáltatottságukat, növelik versenyképességüket, javítják tevékenységük jövedelmezőségét. Munkánkban a továbbiakban kifejtjük a Mátrai Borvidék modernizációjának hatását az agrárpiaci vertikumra; bemutatjuk a Mátrai Borvidék modernizációjának gazdasági hatásait; kalkulációt közlünk a Mátrai Borvidék modernizációjának számszerűsíthető eredményeiről; meghatározzuk a Mátrai Borvidék modernizációjának hatóterületét; bemutatjuk a Mátrai Borvidék modernizációjának kockázati tényezőit és azok kezelését, valamint a modernizációban érdekelt és bevonható partnereket, valamint a közöttük kialakítható együttműködési felületeket. ------------------- The Mátra wine producing region, the most expansive hilly region of Hungarian vineries, is found on the slopes of the Mátra mountains. The 22 settlements of County Heves apart, the region includes also Vác, Mogyoród, Rákosliget-Királydomb and Rózsahegy-Báróhegy of County Pest and Pásztó of County Nógrád. On the basis of information collected in 2002, the council of wine producing (“hill”) communities included 13428 members. Given the region’s geographical, meteorological and soil characteristics it is outstandingly well suited for growing vines for white and red wine and dessert grapes. The area of Mátra region is 8052 hectares, which is 8.7% of Hungary’s wine producing land. In all 501,499 tons of grapes were harvested in Hungary in 2002, of which 49,739 tons (9.9%) were produced in the Mátra region. In Hungary each wine producer cultivates on average 0.32 hectares of vineyards, in the Mátra region the figure is 0.66 hectares. Nevertheless the region is characterized by a fragmentation of wine producing land, extensive variation in agro-technical know-how, viniculture, wine-quality and marketing as well as by lack of leader wines. A few larger producers apart, no significant number of smaller groups producing high quality wines emerged, mainly because of a lack of cooperation, feeble integration of resources, scarcity of capital investments and absence of marketing knowledge. Growers’ income was much reduced because in the three survey years more than 74% of their produce was sold off as unprocessed wine-grapes. In 2002 the figure was as high as 82.7%. Vine-grafts were produced in three of the 25 hill settlements, namely in Abasár, Nagyréde and Rózsaszentmárton-Apc. Of these Abasár counts as a specialist in this field, as 56 producers in the village grow yearly 10 million grafts over 100 hectares. The other two villages cultivate grafts on four and one hectare respectively. Fundamentally the president and leader (“wine-judge”) of their councils govern the workings of wine producing villages. In all 17 presidents and 16 leaders of the 23 villages possessed university qualifications mainly in an agrarian field. Upon surveying council office equipment we have found that all of them possessed computers, but only two of them had internet facility. This handicap should be overcome as soon as possible. In searching for ways of modernizing the Mátra wine producing region we have sought the opinion of producers before each proposed move influencing strategic factors. Growers appreciated the importance of cooperative marketing and the leaders of all 23 villages agreed that this was a vital necessity. We have also surveyed the villages’ concept for leader wine. Of the 22 respondents 14 favored the “Szürkebarát” and 4 the “Olasz Rizling”. In agreement with local traditions, all villages but one considered a white-wine to be a suitable leader wine. Based on our investigations it is necessary to determine the characteristics of leader wine such as the strain, technology of cultivation, technology of wine production and packaging. We have also found that some villages offered on average more social programs and architectural attractions than others. To enhance villagers’ income from such tourist events and sites, marketing needs to be better organized, programs and times need to be coordinated and the characteristics of the wine producing region needs to be better emphasized. Wine cooperatives and a house of wine merchants for the Mátra region to be founded in future should share the task of coordination. We have determined the order of importance for investments in various wine producing villages. It is generally agreed that first comes the plantation of new vineyards, because in the past 15-20 years renewals of vineries were significantly neglected, as discussed in a section describing the region. Second in order comes improved production of wine and finally the construction of new wine storage facilities. The aim of reforming the Mátra wine producing region is to facilitate the making of a quality produce of guaranteed origin by exploiting local ecology and modern technology. An additional aim is to organize its efficient merchandisition, including the capture of new markets through effective marketing. However the ultimate aim is to enhance growers’ income, improve their quality of life through competitive wine production. A quality wine needs to be chosen that could fulfill the role of a leader wine representing the Mátra wine producing region (Mátra Szürkebarát?). The process of selection needs to be public taking into account the opinion, expectations and preferences of local growers and the Hungarian and foreign consumers to be targeted. Absent or lacking infrastructure such as inefficient local transport and lacking environmental protection measures needs to be rectified (central tanks for spray-liquids and tanks for collecting and treating herbicide residues). Furthermore wine producers require expert advice, which serves exclusively their interest based on market demands rather than that of merchants supplying them with materials and equipment. A market oriented policy on vine strains needs to be implemented when planting modem, cooperative vineyards of economic proportions, where if possible local agrotechnical conditions and standards should prevail. There is a requirement for a regional forecasting system, which based on meteorological information warns wine producers of impending plant diseases and/or pests and offers them advice on methods and timing of plant protection. It would be advantageous for vine-growers to process their own grapes. However, due to the fragmentation of estates this is rarely feasible in an up-to-date manner, leaving cooperative processing and storage as the only workable alternative. Therefore it is expedient to construct at least three growers owned wine cooperatives in this region, each of which should have a capacity for processing at least 30 thousand liters of wine and bottling and storing the end product. This would lead to enhanced income and increased market security. These new or refurbished capacities would have to conform to EU requirements with respect to both technology and size. To fulfill such a task some large-scale wine processing and oenoiogic capacities would have to be resurrected. We propose that buying and marketing should in part be carried out on the internet, that would allow a well organized and efficient logistic regime. A growers owned Mátra House of Wine Merchants should established as soon as possible to fulfill tasks such as the coordination of an effective and continuous marketing activity. It is desirable that wine-tourist programs should be characterized by fair sharing of tasks, while allowing for the role of specialists/internal rivalries leaning to inefficiencies should be avoided under any circumstances. A proper introduction of such measures should endow wine producers with su cultivation-service-merchant advantages that would significantly alleviate their economic exposure, increase their competitiveness and enhance their income. In the following we shall (1) discuss the effects of modernizing the Mátra wine producing region on agrarian market structures; (2) explain the economic effects of modernization; (3) present calculations on the numerical outcome of modernizatic (4) determine the area of Mátra wine producing region affected; (5) discuss the risk factors of modernization and their treatment and finally (6) catalog interested partner, who may be willing to be involved in the project and possible areas of cooperation between them.
