Yozgat İlindeki Sulama Birliklerinin Performans Açısından Karşılaştırmalı Değerlendirilmesi

Abstract

Temiz su kullanımına en fazla ihtiyaç duyan sektörün tarım sektörü olması nedeniyle bu alanda su yönetimi öncelikli hale gelmektedir. Türkiye’de tarımsal sulama yönetimi yerel kamu kurumları, sulama birlikleri ve sulama kooperatifleri tarafından yürütülmektedir. Sulama birlikleri üretici katılımlı olması ve toplam sulama alanının %23’lük payını işletmesi nedeniyle su yönetiminde önemli bir yere sahiptir. Bu çalışmada Yozgat ilindeki sulama birliklerinin karşılaştırmalı performanslarının ortaya konulması amaçlanmıştır. Çalışmanın ana materyalini 2022 yılına ilişkin Yozgat ilindeki birliklerden alınan ikincil veriler oluşturmaktadır. Su dağıtım ve mali performans göstergeleri kullanılarak birlikler karşılaştırmalı olarak değerlendirilmiştir. Elde edilen veriler ışığında, beş sulama birliğinin su dağıtım ve mali performans boyutunda birlikler arasında önemli farklılıkların olmadığı ve bu birliklere ilişkin incelenen performanslarının istenilen seviyede olmadığı tespit edilmiştir. Sulama birliklerinin etkin ve sürdürülebilir işletme yapısı kazanmasında çeşitli iyileştirme ve geliştirmelere ihtiyaç duyulduğu görülmektedir. Ayrıca Birliklerin daha etkin hizmet sağlamasında DSİ ve ilgili kuruluşların mali ve personel desteği sağlamasının önemli olabileceği ifade edilebilir.
