LEADER Tedbiri Yaklaşımı ve Türkiye’den İyi Uygulama Örnekleri

Abstract

Avrupa Birliği tarafından kırsal kalkınma planlarının ulaşamadığı yerlere ulaşmak amacıyla 1991 yılında başlatılan LEADER, zamanla Avrupa Birliği’nin aday ve potansiyel aday ülkelere destek sağlamak amacıyla oluşturulan, Katılım Öncesi Yardım Aracı’nın (Instrument for Pre-Accession Assistance-IPA) Kırsal Kalkınma bileşeni olan IPARD programlarıyla da farklı ülkelerde uygulanmaya başlanmıştır. Türkiye, LEADER ile IPARD I Programıyla tanışmıştır. Türkiye’de ilk olarak 2010 yılında pilot illerde uygulanan LEADER tedbiri 2015, 2019 ve 2021 yıllarında kurulan Yerel Eylem Grupları (YEG) ile kırsal alana özgü projelerin gerçekleştirilmesini sağlamaktadır. Çalışmada, ikincil kaynaklardan elde edilen bulgularla LEADER tedbiri yaklaşımı anlatılmış, Avrupa Birliği ve Türkiye’de uygulanma amacı ve tarihi hakkında bilgiler verilmiştir. Ayrıca Türkiye’de kurulan Yerel Eylem Gruplarının LEADER tedbiri kapsamında gerçekleştirdikleri iyi uygulama örneği projelerine yer verilmiştir.
