Las cuotas lecheras en Espana: analisis estructural comparado de los efectos en su gestion

Abstract

RESUMEN - La reestructuración que acompaña al régimen de cuotas en España, que pudo tener un sesgo más propio, sigue en sus resultados pautas de otros países de la UE. La trayectoria del proceso es similar a la de Alemania o Francia. Sin embargo, en cuanto al patrón para la gestión de las cuotas se ha venido inclinando hacia el esquema flexible del Reino Unido y Holanda, incluso regionalizando de facto el tráfico de cuotas, pues las transacciones entre CC.AA. están sometidas a fuertes limitaciones administrativas. En España el sistema de estado ha propiciado un escenario como el francés o el alemán, pero obtenido de esa gestión liberal de las cuotas según los modelos británico y holandés. Más que la desvinculación de cuota y tierra, han jugado los intereses de las CC.AA., para las que su territorio es una circunscripción cerrada de la que no debe salir cuota para evitar las pérdidas de patrimonio lechero por la deslocalización de la producción debida a las diferencias de competitividad entre ellas. SUMMARY - The structural change linked to the quota regime has had the same results as in other EC countries. The process is similar to the one in Germany or France. However, the pattern of quota management in Spain is closer to the flexible model in United Kingdom and The Netherlands. On the other hand, the quotas are shared out de facto amongst Autonomous Regions, as quota transactions between them are subject to strong administration limits. More than the separation between quota and land, the interests of Autonomous Regions have taken part as these consider their territory as a locked district, from which no quota can be left out in order to avoid any loss in their wealth.
