Reyna to Leach: "No way"

Abstract

Farm Credit Administration Chairman Michael Reyna responded to a June 23, 2000, letter from House Banking Committee Chairman Jim Leach that was sharply critical of FCA's national chartering initiative. Reyna's lengthy defense of national chartering in his letter to Leach reveals numerous reasons why this initiative should be subject to a formal rule-making process and why Congress should carefully evaluate its competitive and safety-and-soundness implications. In particular, Congress should be troubled by an obscure agency ignoring the well-established rulemaking process.
