New tools for commercial banks

Abstract

The last in a series of 3 articles based on a study conducted for the Rural Economic Development Task Force of the American Bankers Association is presented. Rural economic development success often hinges on a balanced package of financial tools being available to rural community banks and their development partners. As a more comprehensive view of rural economic development emerges, bankers need additional tools to help them be even more effective in support of development. In a number of nonmetropolitan credit markets, access to US capital markets could augment their lendable funds, supporting more aggressive lending for all purposes - including rural economic development. Banks also need the capacity to take funds out of US capital markets in packages sized to meet the debt capital requirements of economic development project proposals. Access to the Agency Market used by Government Sponsored Entities represents the most effective source of lendable funds matched to the economic development loan demand that bankers are experiencing.
